Keep the City project notice with the affected area
Elgin’s service-line replacement process describes City notices, contractor identification and an assessment inside and outside the home. If your property has a project notice, use its reference and contact to ask about the affected area. Do not infer that a neighboring project includes your address.
Mark the parts of the yard, approach or indoor finish that overlap your proposed work. Tell the project contact what you hope to change and ask which work remains part of its own scope. Keep the response with a dated photograph of the area so a later enquiry has the same starting point.
Separate temporary restoration from a new private project
The City distinguishes temporary backfill from later permanent restoration of surfaces such as lawn, asphalt or a driveway approach. Check the actual stage before treating an unfinished-looking area as a new private repair. The general process does not establish the schedule for an individual property.
When asking for private landscaping or finish work, show what is already complete, what the City project contact says remains, and what extra result you want. Request a scope that makes those boundaries visible. This helps avoid ordering new work in an area that another project still needs to access or restore.
Is temporary backfill the final outside restoration in Elgin’s described process?
The City’s described process separates temporary backfill from later permanent surface-restoration stages. Ask the project contact which stage applies to the affected area at your address.
Why keep the service-line project reference with a later landscaping enquiry?
It helps the private provider identify the area and any outstanding restoration. Keep the project response and proposed additional work together so an estimate does not silently overlap another scope.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
