Describe the work before choosing the terminology
The March 2020 architectural guidelines explicitly say their repair terminology differs from the preservation ordinance’s context. The city’s document resource separately links the Certificate of Appropriateness application. Neither source classifies the reader’s proposed work.
Describe what will be retained, removed and added. A short label can conceal the difference between attention to an existing piece and a proposal that introduces another material. Identify the feature and desired result without choosing a legal definition or assuming that a familiar repair description settles the question.
Keep the feature evidence with the review question
Keep a wider view showing the feature in its surroundings and detail images of the affected part. Include earlier drawings or review information if already available, with the source and date clear. Mark an uncertain material or previous alteration as uncertain rather than reconstructing a history from appearance.
Ask preservation staff which context and review question applies to the described change and what further information is needed. Carry the resulting direction into the provider discussion so different proposals address the same treatment. This guide makes no finding about designation, exemption, technical preservation methods or permission to proceed.
Does calling the job a repair settle Waukegan’s preservation review question?
No classification was made here. The guideline expressly distinguishes its terminology context; describe the work to staff and ask which review question applies rather than inferring an exemption.
What should I show if a proposal adds new material to an existing exterior feature?
Show the existing feature, material staying, material removed and proposed addition separately. Use wider and detail photographs with any earlier documents, then ask staff what information is needed for the actual proposal.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
