For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.

Los Angeles repair planning: the local decisions
Turn a Los Angeles repair list into separate scopes
Replacing cabinet pulls, patching a damaged finish and moving a kitchen fixture are different requests even when they affect the same room. List each item separately. Include a wide photograph for context, a closer image of the problem and the dimensions or product details you already have. Say whether you want a repair, a replacement in the existing position or a changed layout.
For a partly completed installation, identify which parts are fitted and which remain loose or missing. For wall or floor work, explain the intended final surface and any nearby wiring or plumbing you know about. These details help a business decide whether it accepts the work before a visit is arranged.
Use the LADBS homeowner sequence for the actual alteration
The Los Angeles Department of Building and Safety’s homeowner guide distinguishes Express Permit projects from work that needs Plan Check. An Express route is still a permitting route; it should not be read as permission to start any small job without approval. Use the department’s current instructions for the particular address and proposal.
If a project changes the layout, describe the existing and proposed arrangement rather than calling the whole job a touch-up. Identify affected walls, doors and service connections. Ask LADBS which process applies before ordering components that depend on an assumed approval.
Compare the same scope with each business
Compare quotes against the same itemized scope. Ask who supplies replacement parts, whether attaching the product is included, what finish repair follows installation and who removes packaging or old material. For permitted work, agree who handles the application, review questions and required inspections.
Use the task links to examine the work itself, then read a business’s published source information. Confirm the actual Los Angeles address and each requested item directly. A city listing does not settle a business’s coverage of another municipality or its acceptance of every trade component.

Questions for Los Angeles project planning
Does an LADBS Express Permit mean a Los Angeles project needs no permit?
No. LADBS describes Express Permit as a route for qualifying projects, distinct from Plan Check. The department should identify the route for the proposed work; the word “Express” does not turn a permit into an exemption.
What should I show LADBS if a repair changes the layout?
Bring the property address, the existing and proposed room arrangement and a clear account of walls, openings or service connections that change. The homeowner guide provides the starting route; LADBS should determine what the particular alteration needs.
