Describe the deck by its parts
O’Fallon’s Building Division lists decks among residential project categories and directs permit functions through CitizenServe. That category listing does not decide the permit question for a particular maintenance task. Give the division a description of the proposed work rather than only the word repair.
On a photograph, identify the walking surface, rails, visible supports and connection to the house. Mark the requested work and the parts intended to remain. Note any proposed change in footprint. These labels organize the question; they do not establish that an existing component is sound.
Make alternatives comparable before ordering
If you are considering alternatives, label them separately. One proposal might retain the layout and concern surface boards or coating, while another changes a rail, support arrangement or deck size. Ask the city about the defined alternatives before selecting materials for either.
Give each provider the same retained/replaced component list. Request a clear boundary between the finish work being priced and any structural assessment or specialist work needing separate attention. Keep unassessed components visible in the discussion instead of assuming a surface quote covers them.
Is replacing deck boards the same proposal as changing the deck footprint?
They describe different changes. Show the retained footprint and components for the board proposal, then identify the altered layout separately. Ask the city how each actual scope should be handled.
Can the city’s deck category tell me whether the existing structure is sound?
No. A municipal project category does not inspect the deck. Arrange an appropriate on-site assessment for condition questions and keep that decision separate from a coating or other cosmetic price.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
