Recognize the BMP record context
Columbia’s stormwater BMP page names rain gardens, bioretention and detention features and provides inspection, maintenance-log and photo resources. The records include damage and planned-repair information. Those examples do not classify an unidentified garden at a particular home. City resource.
Begin with the feature’s actual existing record, if one is available. Identify the noted condition and where it appears in the accompanying photos. Keep an observation from the inspection separate from a later suggestion to replace plants, reshape an area or change its use.
Compare the recorded issue with the proposed landscape change
Put the proposed landscape change beside the recorded issue. Explain which part is routine care as you understand it and which part would physically change the feature, while leaving that classification open for the city or appropriate assessor to confirm.
Ask how the proposal relates to the feature’s documented function and what information is missing. A planting preference should not obscure a recorded repair question. This preparation does not prescribe a drainage test, plant selection or grading method, and does not establish annual inspection duties or approval of the actual work.
Project questions
Why check Columbia’s BMP records before changing a rain-garden area?
The city supplies inspection and maintenance resources, including damage and planned-repair information. First establish whether the actual area is documented in that BMP context.
How can I separate BMP maintenance from a proposed repair in an enquiry?
Show the existing record, observed condition and proposed change separately. Identify what needs city or professional clarification without diagnosing drainage performance or assuming an ordinary gardening scope.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
