Describe retained earth as well as the visible blocks
Photograph both sides where they can be seen safely, and include the surrounding grade. Label any earth-retaining portion separately from the blocks above it. Describe visible movement, missing material or a proposed change without deciding the structural cause or assuming that a damaged surface is the whole problem.
The City’s CD25 handout, revised March 2026, depicts retaining walls and block walls atop retaining walls. Use it to frame questions about which information is needed. It is not a substitute for assessment of an existing wall, and its drawings should not be turned into repair specifications for an unassessed site.
Bring grade and nearby use to the assessment
Show nearby structures, vehicle areas and the ground behind the wall on a wider sketch. The handout distinguishes grade conditions and includes a limitation concerning surcharge from vehicles or structures. Bring those circumstances to the City or qualified designer rather than choose a standard detail from wall height alone.
Keep observations about water, soil loss or adjacent changes with the same wall reference. Ask the assessor which parts of the site they need to examine and whether another professional must evaluate the proposal. A useful initial scope is an assessment of the wall and its setting, not an instruction to rebuild from a generic diagram.
Why show both sides of a Temecula wall in the first enquiry?
A view of one face may hide retained soil or a change in grade. Showing both sides helps explain what the wall does before anyone selects a repair method.
Why identify vehicle areas or structures behind the wall?
The City handout identifies a surcharge limitation for its standard details. Show those nearby uses to the qualified assessor so they can evaluate the actual situation rather than assume a drawing applies.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
