Identify the building conditions during the proposed work
Longview’s Freeze Contingency Plan separates inside/outside preparation and includes a distinct vacant-and-unheated-building section. It also distinguishes preparation from a frozen-pipe response topic. No building condition or forecast was checked here.
State whether the building will remain occupied and heated, be vacant and unheated, or change between those conditions during the work. Identify what you know and what is still undecided. An expectation about heating should be confirmed by the responsible person rather than carried over from an earlier visit.
Agree the preparation and end-of-visit handoff question
Ask an appropriate professional which assessment and preparation questions follow from that actual context. Describe any dependency between the repair and the intended building condition when the visit ends. Do not turn the city’s topic headings into instructions to operate valves, drain equipment or thaw pipes.
Agree who can authorize the arrangement and who will confirm the agreed state when leaving. If the occupancy or heating plan changes, return that change to the professional before relying on the previous scope. A handoff record clarifies the decision; it does not guarantee freeze prevention or establish that a particular provider is qualified for every associated task.
Should the same Longview freeze-preparation assumptions be applied to an occupied home and a vacant unheated building?
Do not assume that. The city has a separate vacant/unheated-building topic. Ask an appropriate professional about the actual occupancy and heating context; this guide selects no protection method.
What change should be flagged if a building will be left unheated during a repair project?
Flag the changed building condition, the period affected and who can authorize the arrangement. Ask what preparation and end-of-visit confirmation remain unresolved without operating equipment from generic advice.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
