Identify occupancy by unit before selecting a program
Duluth HRA separately describes single-family rehabilitation, rental rehabilitation and Healthy Homes. Its Healthy Homes description includes an owner-occupied small multi-family context. Those descriptions do not classify the reader’s property or establish current assistance.
Show which unit the owner occupies and where each proposed repair is located. Distinguish a concern inside one unit from work at a common entrance or other shared feature. Ask HRA which current resource fits that arrangement before assuming that the same program description applies to every part of the building.
Keep the proposed building-wide package open to staff review
Organize the proposed package by location: owner’s unit, rental unit and shared area. Identify the person who can answer property questions, and keep observed defects separate from optional appearance changes. A simple location schedule can make overlap clearer without deciding eligibility or who benefits from the work.
Ask staff how the actual building and repair locations should be considered. If a provider prepares a quote, retain those divisions rather than reducing the scope to one undifferentiated total. The quote supplies work information; it does not determine which program can consider it, whether intake is open or whether assistance will be approved.
Can I use the same Duluth program description for an owner’s unit and every rental unit?
Do not assume so. HRA presents distinct contexts; describe the actual occupancy and repair locations and ask staff which current resource applies before relying on a program description.
What should I show when repairs affect a shared part of a small building?
Identify the shared feature, units involved and proposed work, with condition photos and the owner’s contact for questions. Keep unit-specific tasks separate and let HRA address the program context.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
