Keep the report’s item types visible
Bloomington’s Time-of-Sale resource distinguishes hazard topics and an Energy Disclosure Report. Use those different components as context for questions about the actual report, rather than turning every recommendation into the same kind of work order.
Retain the report date, item reference and room or feature beside each proposed task. Ask the city which marks need follow-up, and keep optional energy ideas on separate quote lines. Give providers the same report references so a broad room description does not obscure which observation their proposal addresses.
Leave unexamined conditions as open questions
The city describes a limited visual evaluation, not a warranty or an account of concealed and inaccessible conditions. No report or property was examined for this guide.
Keep unexamined areas and new symptoms as open questions. If someone identifies a concern after the report, record its location and when it was noticed without deciding that the earlier evaluation should have detected it. Ask the appropriate professional what assessment is needed before a finish repair conceals the area. A provider’s proposal and completion photographs do not establish the city’s final position on the report.
Is an energy-disclosure recommendation the same item as a Time-of-Sale hazard?
Treat them as different components. Ask the city about the marks on the actual report, and price optional energy work separately until the follow-up question has been resolved.
Does Bloomington’s evaluation warrant concealed areas against future problems?
No. Its stated visual limits remain. Preserve unanswered questions about inaccessible or concealed areas instead of using the evaluation or a repair estimate as a warranty against later problems.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
