Keep the move-in observation date attached to the entry
The official Rental Move-In Checklist excerpt describes a condition record for renters and landlords. The PDF returned 403, so only that indexed description was observed; no completed form, lease or responsibility finding was reviewed.
Keep the actual checklist entry with any dated photographs that belong to it. Identify the unit and feature being discussed. If the entry is absent, vague or difficult to connect to the present symptom, say so. A missing detail should not be rewritten as proof of an earlier condition.
Describe the later condition as a separate observation
Describe what is visible now and when you noticed it. Show whether it concerns the same feature as the move-in entry, while leaving the cause of any change open for assessment. This lets a provider understand the repair question without being asked to reconstruct the tenancy history from an undated picture.
Keep the requested assessment and proposed physical work distinct from a disagreement about payment. Confirm who can authorize the actual repair through the owner or manager. A checklist entry may be useful background, but it does not decide fault, deposit rights or who must pay.
Does a Bloomington move-in damage entry establish who must pay for repair?
The entry records an observation; this guide has not assessed a lease or payment responsibility. Keep the dated condition record separate from any decision about liability or repair authorization.
What if the later repair symptom is not clearly recorded at move-in?
Mark the earlier condition as unknown or unclear, retain the original entry and date the current observation. Ask for assessment of the present issue without inventing its move-in history.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
