Build a dated record of the suspected leak and completed work
Create a timeline showing when the issue was noticed, the relevant billing or usage periods and the date it was assessed or repaired. Add photographs of visible symptoms and a plain description of the location. Avoid identifying a leak's source solely from a change in a bill.
After work, retain the invoice or work description and any useful before-and-after photographs. Note what was assessed, what was changed and whether further questions remain. A dated record is easier to explain later than an unlabeled receipt separated from the original repair request.
Treat Modesto's billing review as a separate question
Modesto Utility Billing publishes a Courtesy Leak Adjustment Program with a review request and supporting-documentation process. Its page says the leak must be repaired before a request is submitted. Check the current instructions directly with the utility for your account and circumstances.
Keep that billing review separate from hiring someone to assess the physical issue. Repairing a leak does not establish eligibility for an adjustment or a particular amount. Ask which records the utility needs, retain its response and submit only information that accurately describes the event and completed work.

Project planning questions
What should I retain after a Modesto leak repair?
Keep dated condition photos, the work description or invoice, the repair date and the relevant water-use or billing periods. These records help explain what happened and what work was completed.
Does repairing a leak guarantee a Modesto billing adjustment?
No adjustment is guaranteed by completing a repair. Modesto's published program has a separate review process; confirm the current instructions and the account's circumstances directly with Utility Billing.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
