Keep the issuing authority with the historical record
Concord’s older Planning FAQ asks about Contra Costa County permits before city jurisdiction as well as city-issued permits. It distinguishes records of issuance, inspection and finalization and refers the history question to Building/Permit Center staff. City resource.
Only that historical-record passage is used here. Staff must confirm the current enquiry process and which agency’s records relate to the property; no jurisdiction change or permit status was established for it.
Reconcile two file histories before using them in a proposal
Arrange the documents you actually hold by their stated agency, date and reference. Keep the property description and recorded stage with each one. A county file and a city file may use different descriptions; write down the exact discrepancy rather than silently join them into a complete approval history.
Ask the relevant staff how the two references relate and whether another record is needed to explain the gap. Keep their clarification tied to those specific files. Newly proposed work belongs in a separate description, so an unresolved question about an earlier agency’s file is not accidentally presented as the history of the new proposal.
Project questions
Why might a Concord property-history question involve county and city files?
The older city FAQ asks about county-issued permits before city jurisdiction and city permits. Ask staff which files relate to the actual property; this guide establishes no jurisdiction history for it.
What if the county and city files seem to describe different stages or work?
Preserve each file’s agency, reference, date, description and stated stage. Identify the mismatch for staff to reconcile, leaving gaps visible instead of inferring final inspection, legal status or a missing approval.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
