Ask who establishes the program scope
Jackson’s Housing Rehabilitation page directs inquiries to the Office of Housing and Community Development for eligibility and application-period information. It describes city inspection and scope development, followed by contractor assignment through city procurement. A private quote does not establish selection through that route. City resource.
Describe the existing condition and identify any proposal you have already received. Note whether work is only being considered, has been agreed or has begun. Give OHCD the actual project stage instead of assuming that an independently priced task can simply be added to an unconfirmed application.
Label private proposals separately from program work
Ask what information belongs in the program inquiry before treating a proposal as an approved rehabilitation scope. If OHCD provides a project description, keep that version identifiable and distinguish its items from optional work discussed separately with a private business.
Explain who prepared each proposal and what remains unconfirmed about contractor selection. A city inquiry, a developed scope and an assigned contractor represent different steps. Before accepting work on an assumed funding basis, ask staff how the current process applies and ask the provider to state the separate task it is actually offering.
Project questions
Does a private Jackson repair quote choose the city program’s contractor?
The city page describes assignment through city procurement. Ask OHCD how the current program process applies; obtaining a private quote does not itself select a program contractor.
What should I clarify with Jackson OHCD before accepting a rehabilitation quote?
Clarify whether there is an approved city scope or only an inquiry. Identify existing proposals and work already begun, and ask what information staff need before assuming a privately chosen repair will be program-funded.

For a rented home, confirm who can authorize alterations. In a shared building, ask about access and work rules. A citywide construction period does not establish the age, condition or safety requirements of an individual home; check the property records and the specific project.
